Pretty much, yes. Game jams like that are getting relatively common, when some people sit down and code entire games in very short times. Writers, comic creators have such jams as well, probably other creative fields too. (And musicians, but there jamming is not exactly a rare occasion.)

Its similar potato as year ago, i was potato and bought it, got some poor drm-free games that i never used.
