Winner has a week to accept your gift. I had once a problem with my HIB giveaway, when winner hadn't activated his gift for a week, though he marked it as recieved. and he was offline most of the time. finally i contacted him on the eights day and he told me, he has not recieved it yet and was waiting for me... some problems with e-mail, i think (i emailed him a key actually)
So i sent it to him the escond time via steam chat and he had successfully activated it:)
Try contacting the winner first. if you can't you may resend your gift to your email so the gift link, sent to the current winner expire. and after that you should better ask inbox@steamgifts.com to just reroll the giveaway, instead of making a new one. Ofcourse you should first wait the winner for a week.

Or, how long should you wait for a winner to accept their gift?
When somebody wins a giveaway, and doesn't add the game to their account, how long should you give them before assuming they don't want it after all?
Should you just ignore it, and never touch the gift in your gifts and extra games list again? Or, give them a few days, a week, to accept it, and if they don't, relist it in another giveaway?
And if you do choose the latter option, what if the person who wins it them comes back and asks where the hell their game is?
