You can do a pick a number 1-100 and use random.org to get a random number. Then give that person who wins the key.

I've got a game to give away (Toki Tori), but it's an extra key, rather than a ready Steam gift. Is that okay? I'm asking because I've read "The new gifter's guide to gifting" and it says that I should have the key in my inventory before creating the giveaway, which obviously wouldn't be the case.
