I'm not completly sure but it might be.
I can't find the review that first pointed it out but appartly the dev (Deduction) bought this "easy to customize" game template for 7,99$ added background graphics that look way worse that the ones originally included, the most uninspired level design since Fear 3 and put it on Steam.
Technically that would probably not be copyright infringement since he bought the rights to this template but might have violated some other Steam TOS.

its still failing for me, Ive tried to unfollow/follow again and still same error
edit: I fixed it by deleting all cookies for royalgamer and twitter, reloaded/re-login and then it succeed.

I noticed the 'keys left' hasn't changed in over 10 minutes that I've been trying to get twitter to work so I bet no one can at this time.

Valve has an issue. That's true. So what should we do now? If you were given No Man's Sky for free, would you just ignore it? Would you not want it to see if it's that bad or just to have it? I would say that you do, since looking at your wins, you won Cities XL 2012, which is an objectively awful trash game. Yet you still wanted it.
Speaking of the forum though, you're using the slippery slope fallacy. Because x happened, y will happen. But you can't really say that. Trading has been frowned upon by everyone when posted in forums, because there's a section on this site for that. On this very site. Calling out has been also frowned upon by everyone, because it is harmful. It can lead to random hate and so on.
Maybe I'm missing the point here, but what's the harm in having these mass giveaways here? Everything that's done here is consensual and the worst that you're doing is following someone on Twitter or joining a Steam group. If I'm missing something here, then please correct me, since I'm confused about this.
But yeah, rules are rules. It's important to follow them. But from all of this, this seems like a stupid rule that wasn't really broadcasted anywhere too much and it was very glossed over. Plus, there have been no suspension (to my knowledge) for telling people about these free mass giveaways. If you don't enforce your rules, then no one will follow them.

You could try removing cookies for twitter and royalgamer06, then relog and try again. Thats what worked for me.
