I have a question, about creating a giveaway.

You can't give away games that are in your steam library, because they are already activated and therefore tied to your account.

You have to have the game you want to give away either as a gift in your steam library or have the game as an unused key

The games in your library are not tradable, so you can't give them away.

There's a difference between your "library" and your "inventory"..
