Send them a gift via entering the email address that shows up on the winners page.

hit send gift on the game in your inventory. you will have the option to email it or send it to someone on your friend list. put in their email, fill out the next page and hit done.

Click on the gift in your inventory, and then on the right choose "Send Gift" and it should give you options

Open Steam Client
Click your name at top
Click Inventory
Click the game you want to send
Click 'Send Gift...'
Enter email address in 'Email my Gift'
Click Next
Type message of congratulation
Click Done
