I believe they mean that most (or a lot of them, anyhow) mods incorporate data from the DLCs themselves, and if the DLCs aren't present, the mods won't work like they're supposed to (missing textures, characters, glitches, crashes, that sort of thing).

9 times out of 10 if bundlestars does not state anything about the key/keys then it will be in single key form.
