one winner of my distribution asked me to re-select the winner refused, I made a ticket for this, what to do next?

We can not open your support tickets...

The winner asked you but then refused?

If the winner writes in PUBLIC (comment under the GA) that he rejects the gift, request a reroll and wait for support.

Edit: And thats neither a bug nor a suggestion...

Once you opened up the ticket, you simply have to wait until support is done touching themselves. They will then go ahead and resolve the issue. This can take a really long time, so don't expect a solution until next week.
