Is it possible to consider a stim key not activated if....

When entering the key in https://store.steampowered.com/account/registerkey it says that you already have a key to the game
Happened My fault is that I was collecting keys from steam games in the table that were already in my library or that I could not activate or because they needed the main game. So I decided to give away the last couple of keys but in the end a couple of them became inactive.
So is this Steam account already owns the product(s) contained in this offer. To access them, visit your library in the Steam client. as confirmation that the key has not been used.
It's just that when a key is already used it says that the key has been used. Am I right?

I am not sure if i understand you fully and correctly.

If you own a game and use a key for the same game then you get the message that you already own it.
It doesn't check, in such a case, if the key is ok or not.

No.

When you redeem a key for a game you already own, you always are told that you already own the game. Even if the key has been used.

It is not possible to check if a Steam key has been used without using it in the process.
