I think you can just buy it, as you can with animated stickers, animated wallpapers, animated avatars, mini avatars and mini avatar backgrounds
I think it's only emoticons and wallpapers (that are also available in the market) you need to own their respective game to be able to buy for steam points.

If you're talking about the clear theme on the profile when viewing the profile via a web browser that is not Steam's, it's the Augmented Steam extension that allows you to set it to transparent, albeit visible only for users with the extention active.
