So, uh, what does happen if a GA creator can't deliver a game within 7 days because they're suspended? LOL.

Probably a rhetorical question but I'll answer it anyway :D
The winner has the options to leave Feedback pending or mark not received while the creator is suspended and when the creator is back from their vacation they can deliver their GAs.
Not completely sure if "Not received" feedback gets locked in after 30 days as well but that might be something to keep in mind it it's a really long suspension.
