I have data cap on my mobile only, for my hone net no cap and a pretty decent speed as well 40 Mbps download 5 Mbps upload.
I think that companies that put a data cap on their internet are the worst, since it's clear that having unlimited internet and a good speed to use it is not a big deal and the excuses that they use are just lies.
Edit also my internet is damn cheap ... ~30$/month and i get net, tv + "landline"(voip)

1Mbps (slow), no cap (great :P) for around 20USD in Brazil.
Happy with it tho, barelly use internet at home (working sux :P)

How do you get around the cap limitation?
Have you considered keeping your Steam game downloads on an external drive when you need to uninstall? Archive the install folder onto an external drive, and uninstall from Steam. When you want to reinstall, restore the archived copy back into its original location. Start a reinstall in Steam, and Steam will detect preexisting files and only update the files that need updating. If there's nothing to update, you won't download anything. Saves a lot of installation time, too.
