Have you added your credit card to your Paypal. If you do, you have to wait 2-3 days and 1 $ or euro gets substracted from your card and added to your paypal account to verify your account.

If you haven't done this, that means your Paypal account isn't verified and you can't buy anything.

i think that are some countries (germany,italy and some more) that have rockstar games censored and so you can't buy row version from some stores

I don't think they give the steam keys yet ... they usually give steam keys for preorder games in the release date or a bit after. But you should get MGS GZ from it steam version row,seems like only russia got the restriction deal AFAIK
