Scammer! Steam send mail about thefts, they never will add you at friends.

Do you even need to ask ? Steam Support will NEVER add you in his friend list and will NEVER ask you for your password (it even says it when you begin a new chat!).

Valve support personal CAN have Private profiles. Some ways to identify them is that they ALWAYS are part of this group = http://steamcommunity.com/groups/Valve (normal ppl cant join). They have Value title with their name (some exceptions). Also as am example they have almost all Steam games (3500+) as you can see here (value support) = http://steamcommunity.com/id/drunkenf00l . But yeah they usually tend to contact via Email for serious matters like Violations and would not discuss that via chat. Sure they could add you for a friendly chat they are normal humans.

General rule of thumb. If you have any doubt or suspicion then it is most likely a scam.
