Does there have anyway to kick him/her out? Or should I just ask for a reroll if he/she wins?

No, once an entry has been made for a giveaway that has not ended the winner can't be BL'd for that giveaway.

If you BL a person that has made an entry for your giveaway the BL will only work for your next giveaway.

Also I don't think that it's a valid ground for a reroll.

Once a user joins your giveaway and you blacklist him after he's joined your giveaway then he can still win your giveaway.

If you blacklist him/her after he joins your giveaway then he/her will be blacklisted for all your giveaways in the future.

You can blacklist people that have entered one of your GAs but their entry will still stay valid. The blacklist only applies for future GAs. If they happen to win you will still have to give them their game unless they have broken the rules in which case you can ask for a reroll.

You can only ask for a reroll under certain conditions for example if they haven't activated previous wins, tried to regift or sell stuff they won or won the same game multiple times.

Actually unless it was a "mistake" like you mixed up some keys and made a GA for a game you already used it's not just a "not received". If you intentionally refuse to deliver a gift (for example because the winner has not activated wins for which they have already been punished) support will see it as "Creating fake GAs" and it will earn you a short suspension.
Just so you know - there is no such option as intentionally "taking the Not Received"

Yes unless they have done something which would justify a reroll you would have to give them the game.
