You could do an invite only giveaway and share the link with only a small group of people, making somewhat sure all of them know they only have till 25th Aug to claim their gift in case they win. Much less risky than doing a normal, open giveaway... still risky though :/

And don't forget to put it in the giveaway description, too, so that you have grounds for a quick re-roll if necessary.

Well maybe it's time to react to Steam's changes and adapt the rules?
Some addition like: "If a giveaway for a current Steam sale is created and the GA creator requests the winner to contact them asap, the giveaway can be deleted if the winner doesn't manage to react in time."
Maybe add a restriction that the GA must end 48h before the sale ends.
I don't see why this shouldn't be possible, as the GA creators can't be blamed either for Steam's changes or slow winners.

If you have been reading the forum carefully, you will have noticed all of the above in the postings of the various Mods. At such a time as we have a new official policy, we will let you know. Until then, I will repeat what I have said on multiple occasions: "Do the best you can to avoid re-rolls, and contact Support if you run into problems."

I understand your desire for clarity and precision, but I have been vague with good reason. As soon as there is an official change in policy, it will be announced. Until then, we will all have to continue doing the best we can within the current setup.

Lack of e-money. I only have steam money. And I'm trying to boycott steam, so most of my steam money are just sitting. I could buy steam keys from traders with cs:go keys in order to give them away, but it's a big risk. :/

You can make a quick giveaway now and ends in 1 hour or something short, mostly invite only giveaways in the forum have active users joining, so probably won't take more then a day typically to get activated.
Side note: The offer isn't really that good, the game have been significantly cheaper, just saying since you are on a tight budget

If it's for your whitelist (group) where you have most of them on your Steam list then it's possible, out of my own experiences but if it's not a whitelist (group) giveaway then it's cutting it pretty close considering it's a Steam gift.
