It seems odd for XSEED not to do them; god knows they've cut enough corners on the Senran Kagura marketing to make room for such games.

These might be the guys that actually did do an English translation of Memories of Celceta though it might have been xseed again I believe but it was a Chinese English translation for places like Hong Kong, so while I might believe this, it probably wouldn't be quite up to standard for Western use?

If it gets on Humble or GOG for DRM-free version and in written language I can understand (which starts by having Latin characters in it), then sure. I have the current two on a GOG wishlist, although now that the Humble monthly had one of them, I finally have a DRm-free edition to play whenever I get around to it.

It is, I assume, the Chinese publisher. Many, many PC ports (if not all) are carried by local publishers in China, not the original owners.

If I had to guess, maybe they are a new publisher on Steam, or they didn't really understand perfectly how Steam's publishing system works.
