It's actually the same reason the OP assumed people couldn't see the DLC [though that can actually be toggled in account settings].
tl;dr version: Yes, as you noted: Noone should be able to enter.
If there's a package version, the OP can potentially arrange with staff to do a swap-out of the associated game for the giveaway before it ends [from package -> DLC], thus allowing users to enter for the DLC normally (for a duration). Given the likelihood of botscertain users entering for the base game as well, it's recommended not to use this method for public [versus group or invite] giveaways.
Other than that, I'm not aware of any methods to bypass ownership recognition issues. I'm also not sure whether staff still is willing or able to engage in the listed method, as it seemed to always be the two supermoderators who handled such matters in the past [and neither seem to have been active for a good while now].
