Hello and welcome, to level up you've to create giveaways of games that have not yet been free.
On this page https://www.steamgifts.com/giveaways/new when you type the name of game you gift,
you'll see * if you get reduced value cause the game has been bundled, ** if the game has no value
Once you've delivered the game and the winner has marked received, you'll level up.

You already got your answer but reading these FAQ , Guidelines might help you in the future questions that i am sure you'll ask.
"Are there draws in the discussion section?" Couldn't get what you mean by this but if you ask are there giveaways in the discussion section too then yes. If you look closer people are making puzzles or events with giveaways that you can't see on the main page but only be able to enter by knowing the GA code (invite only).
