Well, if the gifter really doesn't want to reroll and has already sent you the item I suppose you could give it to a friend. Marking it as received will appear legit as it technically does exist on your account.
Just don't make an actual SG giveaway for it, give it to someone on your friend's list or w/e.

What if steamgift let you enter for a dlc that you own because you pre-purchase a game and get and you didn't know. Then you learn that after you receive it and when you tell him to reroll or that you don't want he said.
