A key is not working in a region that Fanatical says it would work in.
Has anyone seen this problem?

Backstory:
I did a GA not realizing the key from the Earthquake bundle would not activate in Russia. The winner is in Russia. I went to Fanatical, found a good price for the same game, and checked the Activation limits. That pop-up said it would activate in the Russian Federation. I bought the key and passed it to the winner via Steam chat. The winner says that key gets the same result. https://i.imgur.com/kuxsTDS.png.

Should I complain to Fanatical?

If this is for Soulblight then, putting aside any broader deliberations over the how the retailer may or may not have presented information confusingly, there doesn't appear to even be a valid key available for RU/Belarus to begin with. https://steamdb.info/sub/127977/info/ appears to be the only key listing that isn't for developers or beta testing, and it strictly prohibits those regions.

I asked Fanatical for a refund, citing the fact that their Activation limits function didn't inform me of the restriction against Russia. I got the refund within 24 hours, so I'm satisfied.
