Do not make a re-roll ticket as the next winner will -most likely- have the same problem.
Click on "received" again, as you did not get a region free game that was promoted.
If you are nice, send back the game and post somthing along the line "I agree to a deletion of this giveaway", so the GA creator can ask support to delete the giveaway.
If you are not in a too nice mood, mark as "not received" and move on.

I wouldn't have a problem doing this, but there is a 30 day trade lock on it currently, but I can try talking to the guy and ask if he wants it back at least.

I figured sent he technically sent me the game i should mark it was received, something to keep in mind in the future.

Looking at the guidelines again, you should mark it "not received" until the situation is resolved.
Can't you add the GA creator on Steam and gift it back to them? I think the 30 days trade lock do not apply there.

I think if you send a gift by "gifting" it by sending it to an email or to someone from your friendlist on Steam, you can circumvent the 30 days.

He must have missed to create region restrict because his other GAs are restricted. I would mark as not received and ask for a key you can redeem. If you ask for reroll you wont get anything.

I once won Ibb & Obb and the creator wasn't aware that the gift was region locked, so it may not be on purpose.
I returned the gift to him and we agreed upon deleting the giveaway.
Start with marking it as unreceived and try and contact the creator of the giveaway.

I won a GA last week, and eventually the guy sent me the game, but there was no description saying the game is region locked, and now I can't enter sgtools GA's because I have an unactivated win on my account. Is there anything I can do about this?
