Recent RPG with good plot and romance?

Witcher 3.

Fallout New Vegas if you don't mind the aging textures. You can use mods called ENBs to maximize the New Vegas graphics to make the game look it was released a year or two ago.

Final Fantasy X was released for steam not that long ago:p

Fable: The Lost Chapters <- One of my all time favourite games.
Stardew Valley (You will literally forget your real life and get hooked in this. Best romance simulators ever)

Skyrim (I still think this is the greatest game of all time and with the mods you can basically quit your life and just move to Tamriel)

Depends on how you classify "recent". Tales of Symphonia got a recent release on Steam, and I stand by it as best game in existence.

I quite liked The Technomancer though I didn't push the romance part too far.

The Legend of Heroes Trails In The Sky series, it's quite old, but has good story ( and decent romance too)
