I heard from a very reliable source that they'll be releasing two follow-up games- the first has you playing from the perspective of Keith and Chicago Ted, and the second gives you a portal gun.

Except Valve doesn't make games anymore. They're making millions off of Steam, TF2, Dota 2, and CS:GO. They don't need to make their own games.

Just because they don't need, doesn't mean they don't want to - making games can be pretty fun.
Which might be a reason why they didn't make HL3 - there's really nothing exciting about it from developer's position. VR could bring some excitement...
