No, it's not,. they can sell stolen keys, specially people who sell there not the site itself, but even site itself, obviously sellers who sell there don't want to scam you, they want to earn money, but there might be people who like to scam you and sell you games that will get revoked right after they get their money and go away from site, and there is lots of protections against scam, but it's still possible to scam, and lots of times the origin of the keys is unknown, who knows if they got them using exploits or other stuff.
I'm pretty sure in most of the cases you buy there you won't have any problem, but the probability of actually having a problem is not small.

Both are non-authorized sellers, if you want to risk your money go ahead.
I've spent a good £50+ on Kinguin, saving about thrice that.
Some of these games have been given away for free in the past, others have been bundled, and the "random cd keys" are a big scam, I don't see how you "saved" so much money.
