Depends on the species. If it's a Disney mermaid, often spotted due to their flawless skin and sparkling eyes, it is in fact illegal. On the other hand, if it is a mermaid acting as a siren.. then killing them is considered self defense under Earth Alliance Charter section 12-134.b paragraph C3.
