It is region locked.

I tried to buy and it says that it's not avaliable in my region (South America - Brazil)

Please, state this in your giveaways to avoid hassle in case someone from a locked region wins.

If I'm wrong about this, just ignore the above and tell me :p

nope, it is not region locked, you can't buy it, but you can activate a gift

Well, even though the app page is not available for Brazilians, the sub page is. And the purchase restrictions on the sub only applies to 4 countries: China, Myanmar, Venezuela, and Saudi Arabia. Source
