Per the topic, I won a DLC I didn't realize I already own and asked GA creator for a re-roll. What happens here? Does the creator need to wait 7 days? Will the gift disappear from my won page when the re-roll occurs or do I mark it as not received? I certainly don't want to see the creator penalized for my error. Can I be suspended for this?

GA creator requests a reroll from support, he doesn't need to wait seven days. When support get round to it the win will be taken away from you and given to somebody else.

Regarding your question: you don't have to do anything else for now. the creator* has to take actions and ask support for a re-roll. He will need your statement that he can do that, but you already gave it to him. so you can now wait for the re-roll, that should only take a day after the creator made the ticket.

The creator will not be penalized at all, it only happen when the winner mark the game/key as NOT RECIVED after 7 days.
I always double check the DLCs before entering cos' in many case are not recognized as owned and let us in, even when we already have it, like the DLCs for Vanguard Princess, i always forgot which already have and wich want.

I've started to remove DLCs and some certain games that still pop of for me even tho I own them manually from the list so i hide them totally to avoid all the spamm about the stuff you already own and to avoid the misstake of getting a DLC you already owned and totally forgot about. :)

Just note this only works in the main giveawy list. You'll still see them as normal in private giveaways and trains and such

You asked the GA creator for a reroll, so the GA creator will ask the support for a reroll. Then, the DLC will disappear from your "won" list (you do not have to click received or not received) and will be given out to a new winner asap (does not have to take 7 days) :)

In detail:
You have to post your desire for a reroll in the giveaway thread for the reroll to be accepted by support.
If the creator hasn't rerolled after 7 days, contact support yourself about it.
DO NOT mark 'received' or 'not received' if requesting a reroll. Those options should only be used if, respectively, the correct game was received AND activated, or an incorrect game (or no game) was received.
Anything other use can cause problems for you or the creator.
You will not be suspended if you leave the received state as unmarked, and are unlikely to be if you mark it as not received. You will be if you mark it as received.
Yes, the giveaway will be removed from your list after the reroll occurs. Noone will be penalized, and no problems whatsoever will occur unless you give the wrong 'received' feedback.
Leaving the feedback unselected puts the responsibility for a reroll on the creator, meaning no expectations (or punishments) will be directed your way, even if you forget to follow through for a while in making sure they actually do the reroll.
Conversely, if you select Not Received, you'll want to follow up with support yourself to make sure they understand the circumstances clearly.

Oh, don't feel terrible about it, it's pretty much an expected outcome of the system.
I mean, in this case it was a confusion over what you owned [use the sg++ script to be informed what DLCs you own!], but with people having actual lives, and mostly entering for the same games over and over, there's always going to be a few duplicate wins due to them simply not being able to log back in in time to prevent it.
Really, it's totally fine. so long as you tell the creator and post the necessary "I already own this game, please provide the giveaway creator with a reroll." comment on the giveaway promptly, I don't think any reasonable person'd have a negative perspective of you for it. :)
Mind you, I've never multi-won, but I've had winners who had [and actually had already activated- they simply forgot to remove existing entries], and I didn't think ill of them, I just put in the reroll request and forgot about it.
Mistakes happen- it might be the official slogan of Humanity. :'P
