Should Biles be disqualified and loose all the medals due to racist behaviour ?
She's celebrating success of a particular group without rooting for anyone else' failure or saying negative things about others. So I'd say she's okay in this case.
That said, I am a minority and feel there is too much emphasis on the color of our skin and i wish we'd all talk less about how we were born and more what we achieved.

Substitute a Chinese athlete instead of her, with two other Chinese women on the podium next to her, who would declare that she is happy to see only the super race of the Han Chinese on the podium. Instead of the Han Chinese, you can insert other nationalities, races, the point is to convey the principle of such an act.
Equality of opportunity must entail full equality of responsibility. This is not a kindergarten.

So, considering that Simone Biles said that she was happy to see a podium featuring only black girls, isn't that considered racism and against the Olympic Games ideal ?
I guess it must be the same that a white girl saying she was happy to see only girls at the podium - would this be considered as racism ?
