Borderlands 2 GOTY RU - Locked or not?

Hello. I have a steam gift Borderlands 2 GOTY that has "RU" in the description of the gift. However, it doesn't have that red box saying that you can only activate it on any specific countries. So my question is, is it actually region-locked? I was hoping to gift it to a friend.

If you are already about to do so, just try sending it to your friend and see if it is available or not. No need to come here to ask.

Maybe he wants to make sure his friend is able to activate it before sending the gift? If you dont have anything to contribute with you can just ignore the thread.

It is ROW, or at least was when i activated it last summer

edit: i got both the RU and ROW versions

Thanks, hopefully it still is! As shuda88 said, SteamDB says nothing about region locks so it's probablly ROW.
