1 Trading card to enter Raffle (is that fair?)

I recently traded for a copy of Tropico 4 Collector's Bundle, hoping to trade it away later.
Since I couldn't find a reasonable deal for it I was thinking of donating it here with the requirement of joining a private group for the period of the giveaway, sending me any one trading card to enter the raffle.

So my questions are:

-Would this be a fair thing to ask for an entry?

-Is this the best way to host a raffle with an entry fee?

-Will I get at least 100 entries if I do it this way (hoping to make up for the trade)?

I didn't see anything similar on the forums, thanks in advance for your opinion :)

You can't ask for items for making a giveaways is completely against the rules, and there is not raffles in Steamgifts, there is giveaways.

you don't see anything like that on forums because it's against the rules. you cannot ask for any form of payment, subscription, refferal etc from ppl to join your GAs.
