There are exceptions though, there are cases where keys with different region restrictions can be activated.
Example: WW and ROW keys can be activated both on the same account.

And when i tried to redeem To The Moon from Humble it actually added it to my account again even though i already owned the game.
So it is possible.

If the key is for a slightly different version than what you already have, then yes (for example, you own the WW version and you get a key for the ROW version). If it's for the exact same thing as you already own, then no, as far as I know.

Do you get two entries in your library if you do that?

Sometimes yes, but most likely not. As others said, WW and ROW may both activate. Then you may get double games of which the other is a Windows version and the other is Mac. Also, in some cases games have two versions, an old one and a new one. That happened to me with UFO: Afterlight.
