First it´s no reason for reroll if someone did not play his games in the past....or even if he would not play the new one.
Second....don´t trust those numbers to much....steams shows for some games i played through three times nearly zero playtime....

You'll need to just give it to him. Sadly he won fair and square. Just blacklist him for the future! Maybe make a private giveaway and post in the forums saying you would only like people who are interested in playing the game... Otherwise, there isn't much you can do :/

Maybe poor choice of wording there... But he feels like the game won't be played for the game but for trading cards. Whereas, someone may really want the game for the original purpose of playing the game. So actually yeah, it is pretty sad for everyone who entered and for the person giving

Unfortunately, while I also won some games here I doubt I'll have time to play them properly. I can't play even my own games.
Sadly, I just can't afford the time to do so [too many obligations - work, family, friends, army, etc.].
Hopefully, someday there'll be a meteor heading our way and I can tell them all to f*** off and spend my last days on my gaming list.

I don't think that's a valid reason for a re-roll, but you bought the game and ultimately it's your decision to send it or not. Though he'll have to mark it as not received if you don't. I guess you have to decide which is worse. :D

I also had this problem. I made a giveaway of my favorite game. A guy won it. He has over 1000 games. He never played it I also had a friend and I gave him a game. He never played it. I told him to refund it. He lied. He said he did but didn't. I blocked him and remove him. It's annoying!

What you're saying is making as much sense as not being able to regift, ie it doesn't make sense. Yet it's in the rules whereas your rationale isn't, so the thing to do is follow rules.

I can sympathise as I have looked at a few winners and had slightly similar feelings - but support wouldn't agree those were valid reasons for a re-roll. And also keep in mind steam stats also aren't the whole story. I have nothing like 2,500 games and I hope I have better playtimes than the user you mentioned - but I do travel a lot and have played a lot of games on my laptop in offline mode without registering time played or achievements and I try to take into account that other users might be doing similar things.

If the person entered your giveaway, they are at least slightly interested. The guy put down points to enter your giveaway, same as everyone else on the site. How does the number of games he owns have any bearing on whether or not he wants to play one specific one? I have over 1500 games. A good chunk of them just came in bundles along with games that I actually wanted, and I've never touched a lot of those side games that came in the bundles. But when I enter for a game here, it's not bundled with something else I want. I'm actively expressing interest in that one game.
If you were just talking about games he's won here, and if he hasn't played any of them, that might have some merit to it. But to say you don't want to give him a game just because he doesn't play his bundle scraps? What kind of logic is that?

I have over 2k games. Just because I'm addicted to bundles doesn't mean I shouldn't be able to win games. Plus I share my games (family sharing) with a cousin, so even if I don't play all my games, it doesn't mean that they will collect dust in my library :)

If you want to restrict the people who can enter your giveaways, then create a whitelist or steam group. In this case you are obligated to follow through on your gift. The only legit way to get out of it is if you talk to the person and get them to agree to a reroll (as in, get them to post a comment in your GA saying it is ok to reroll). But otherwise, the winner is entitled to receive the gift and they are not obligated to agree to a reroll.

Your personal feelings about the winner isn't a valid reason for a reroll. You should make invite only giveaways or join a specific steam group if you're not feeling ok with making public giveaways. That way your games won't go to unworthy receivers.

Not sure why number of games matters that much. I mean, I have almost 3000 games, but like 3/4 of the games are bundle fodder that I never planned to play anyways - I bought the bundle, so is it bad that I want to recoup some of the cost by getting the card drops and stopping there?

You still have to give the game. It sucks, but he won fair and square. If you don't like people with many games winning, your only refuge is blacklisting them and moving on.
However, I'd urge you to consider that having lots of games doesn't mean people don't want to play particular games. For example, I have over 2000+ games in my library (too lazy to check profile on this crappy hotel wifi that doesn't let me log into steam because the network is too weak) but I've accumulated those over seven+ years and the majority of games I haven't played are bundle trash that I picked up through other bundles. There are some games that I enter for here that I would play in an heartbeat, perhaps for many many hours. The number of games I own doesn't matter. That said, perhaps you might not mind someone like me with tons of hours on Steam, though I am definitely guilty of idling..

Well the playtime isn't always something you should look. For example, if you look my profile you can see 7 hours(or something like that) on Sniper Elite but I actually played more than 10 but offline, I played maybe 70 hours on Insurgency and Counter Strike but offline and you can only see a part when I was logged. Yeah sure, that profile you saw It's just one for farming cards but in the future if you find someone with 1000 games and low play hours it's maybe just because he doesn't have a connection all the time. ;)

I was about to send the key to the winner of my Payday 2 GA when I realized the insane amount of games this person has amassed, over +2500 games.
I looked at this person's game library and found the most hours on a single game this person has genuinely played was around 120, an AAA game mind you. There were also a few more AAA games with 30-40 hours logged in. Some indie games at 10-12 hours. And the rest were your typical bundled games, ones with very little playtime, 1-2 & 4-6 hours, and it is clearly shown that these games were left running just to farm the cards. The rest of the untouched games happen to be a big majority of indie games without any cards, I would say about 60% of the +2500 games remain here.
And It doesn't help that the winner has only played 3 hours of Payday 1, along with no signs of any statistics or achievements recorded. Most likely used to get cards, sadly.
I understand people have their reasons for adding games to their grand collection and establishing a backlog in the process along with many other reasons, but surely it's not possible for someone to play +2500 games in one's lifetime?
I mean I'd rather (and willingly) give it to someone who has 500 games and not touch it for years than someone who has +2500 games or at least someone who is slightly interested, it seems like such a big waste.
Do I still have to give the key? What do?
