No mods for skyrim fixed the boring combat, they just make it harder, which equals more hits to kill enemies and you die easier. Sure, there are timed blocks mods, and stuff like that, and it's still just left and right clicking all the time. Spell mods are probably most satisfying of all the combat mods.

I'm sure there is, you just haven't found it.
In fallout NV for example, there are mods that make the combat realistic & deadly. At a low level it's really hard but really awesome, and well balanced. You can kill a low lvl enemy with a shot or two (as in real life), but you die just as easily (as in real life). It may sound extreme, but it's difficult in an awesomely fun way. No stupid bullet-sponges.
I'm sure there must be something similar for Skyrim.

We were talking about skyrim, not fallout NV.
I played all both Oblivion,Skyrim,FO3,FNV and modded hell outta them.
TES and FO series can hardly be compared about combat mods, because obviously TES is mostly melee combat based game with bows and magic, while FO is all about gunplay.
For Fallout 3 you have Fallout Wanderers Edition and FOOK and Enchanced versions of those, not sure how they're named, that give you helmet visors and stuff, they really made the game fun and everything, and there were also IronSights mod.. just naming a few of the best ones.
For FNV you have Project Nevada and FOOK2.
For Skyrim, all you have are like Requiem, SkyRe or Perkus Maximus.. those mods just rebalance the game, make it harder or easier based on your difficulity, and change perks. None of them add much to the combat like Project Nevada did to NV with Bullet times, night visions, thermal scopes, modifications, implants and more.. Only 2 mods that kinda add to the combat are TK_Dodge and TK_Combat mods for Skyrim. Dodge is quite a good mod, while Combat is more animeish thing.. but still it adds few more combat moves.

Sure, if you only use overhauls...
I'm talking about things like:
-Weapon Overheating
-Realistic Reloading
-Realistic Weapon Damage <- this is THE ONE
These are small specialized mods, that are just so good the game jumps to a whole new level. I'm talking about details.

Well, one stereotype is that it is more "consolified" than their earlier RPG's, but that may be a positive or negative depending on how much you prefer classic vs. modern CRPG's and just any RPG's in general.

The game, without mods, is an easy, simple, not-so-good looking RPG with boring combat, bad mechanics, bad UI and a very shallow ocean of a world.
With mods, it might look amazing, many bugs and problems are fixed, but the core game doesn't change all that much. Combat is still pretty boring, and I hope you like Draugr and Falmer!
The game is highly addictive, mostly because of the quest chains that create a "one small quest more" syndrome (a syndrome much like "one more turn") , has an amazing world (at first glance), and a multitude of quests.
Needs a crapload of mods to be "good", to be honest. So if you can't be arsed to install 50+ mods, avoid Skyrim.

As others said, without mods and putting serious effort to make your own game "better" it's just an average game.
I got bored pretty fast, indeed it's nice open-world RPG with lots of things but the story is meh, the combat is meh, the overall satisfaction is meh. If you want my suggestion for open-world RPG, I suggest the best I've ever played - Witcher 3.
Skyrim is overrated in my opinion.

It definitely is worth the prize. Because I have played the game over 80h, it shows around 60 on Steam because I played it a bit without Steam turned on and I still haven't passed the first main region, I was just doing sidequests, and there are still plenty left. Altho.. I'm playing on Death March difficulity, if that's what it is called.
But still, some people just don't have the money, I didn't have either, I bought it from Russian trader for around 15-20€.

I'm not sure if you played the game for longer than a few hours, or you just state that opinion based on witcher 2.
While witcher 2 was "so so" game, witcher 3 is a masterpiece with nearly everything polished to the perfection, and I couldn't find a better open-world RPG game from all I've played.
But of course, you have the right to have your own opinion about anything.

The stories are more interesting, the combat is more challenging, (most of) the side quests are very cleverly written. Nearly everything really is way better. The only reasons Skyrim is the popular one are graphics and mods.

I'm not saying that you're gonna like it for sure. But if you like the genre, you must try and decide for yourself. there are lovers and haters both but it's an important game of this genre and one should decide for himself whether he likes it or not.

I've played some time ago, full of mods. There are some games which simply aren't worth playing without mods, or at least, mods make it playable in the way you want to play it.
I'd check some gameplay videos on Youtube... although I personally only get to like some games after having tried it out, so videos aren't necessarily great. In my opinion, the best thing to decide is to try playing the actual game, even if a pirate copy, and then buying if you like it. I've bought several games that way.
[very tiny spoilers ahead, shouldn't be a problem]
I find that there is inconsistency between quests, in terms of quality. I recall one episode where you are talking with "person A", then a sneaking assassin comes in and a fight breaks out and "person A"s wife is scripted to be murdered. It's almost hilarious how "person A" behaves after that. As in meh my wife died leave me alone super calm voice - terrible voice acting and npc coded behavior. Still, there are some quests which can be quite good when played for the first time, such as the Dark Brotherhood and the Thieves Guild. I recall the Dawnguard to be quite good as well. The game ain't a masterpiece, but the huge world it has, and the "history" it has, with good mods becomes quite a pleasant way of wasting weeks.
I bought the game now on sale :). I've learned a whole lot about using mods with my last play-through of Fallout New Vegas, modularily installed the core of my modded game, played a vanilla oriented game, then used the core to quickly change the game for a DUST playthrough. (Might have used some 150 mods simultaneously both times). I intend to use this knowledge/method on Skyrim now. If you want, add me on steam (write here 1st though) and I can help you with modding (if I have the time, probably have some). My PC isn't too awesome though (GT650m).
