These are gems made from stuff you created from cards that were not tradeable. When the off-market period of the original cards expire, they will be added to your gem stack.

More seriously, clicking the gems doesn't give any info? If you can't even create a booster pack, I suggest considering contacting support, or looking for traders (example)

This bug exists since several weeks...
But there seems to be a workaround: Trade all your gems to a friend, and then trade them back
