I think every entry should be by default for contributors only

I think only people with at least 0.01 CV should be allowed to give away games. Why do we let leechers earn precious CV by giving away gamers? If you haven't given anything away, you shouldn't be able to earn CV, which means you shouldn't be allowed to create giveaways.
