Hey, i want to get to level 4, and i was wondering what is the easiest way to find games that are not bundled, in certain price range. (If i am not wrong $15 game will be enough for me right now, right?)

if you only want to level up for the sake of it (like "here's some trash for you, minions"), buy bundles worth 15cv instead of a single unbundled game.
it's cheaper and "safer" (one game can drop in price and reduce your cv a lot, while multiple bundled games won't affect it too much).

Well, here is the thing. Normally $15 is expensive for me because of change rates. But thanks to the steam pricing, i can give a $15 game.

Search in Steam for games at 90% discount and then check if they are unbundled, that way with those 15$ you can get around 150 CV

you take risks with a game with a 90% discount: the gift receiver on steamgifts has one week to claim his gift, and by then your game might not have its 90% discount anymore.

You can tell them, but they do not have to actually do it. It is not their responsibility if a Steam sale runs out on you.

If it is before it runs out, yes. One of your giveaway slots will be permanently removed. Also, if you do it regularly, support may think you are making fake giveaways and just ban you.

If you are gifting on Steam, remember to beware of the 10% price difference depending on your region. It may be easier to buy from 3rd party site(HB, Fanatical etc) for gifting here.

If by "steam pricing" you mean regional pricing, you should know that you can't gift a game to a person in a different region if the price between regions differs significantly (15% or more if I'm not mistaken).

You can use steamdb.info to search for games, but I guess you have to check them manually if bundled or not. Shouldn't be much of a problem since you only want to make a few gibs.

The easiest way is probably knowing how to search in IsThereAnyDeal. You can try this filter, for example:

This should give you a list of games that are in the 10-18 CV range with the highest chance of being unbundled, at a decent discount, and giving you a key or gift link you can insert on this site.

if all you care about is C.V., I recommend one of two things:
1) dollar bundles with a lot of games. Even though all the games will be on the bundle list,the right bundle of crap might give 7x C.V.
2) newish games that are unbundled but have a good sale. Occasionally you can get an unbundled $50 game for $10, or, even better, a $30 game for $5.

Fallout 4, for example, gives $30 C.V. but has an all-time low of $5.16; Fallout 4 GOTY gives $60 C.V. and has an all-time low of $10.33
and if you don't mind going to grey market sites, the current cost is not too much higher

Bundles are much more expensive for me thanks to the exchange rates.

I am planning to do number 2. But for a game that costs $20. I don't want to see my level dropped again after a month.

I don't know about your location and your deals, but the gist stays the same. IMO, AAA games that dropped from $60 to $30 are safe for a pretty long time, but, I really don't know
and as for the grey market, I don't partake, but I don't judge

Bundles are not very good for me because if i buy games from Steam one by one, it is generally very close to bundle price, sometimes even lower. (Generally AAA games are not that cheap tho)

I found Hades that costs $20, and looks like it gives a free game right now (that i liked) so i thought it is a good deal :)

It is sorted by discount percentage so you'll just need to jump a few pages into it... not perfect but it is better than nothing :P

I think IsThereAnyDeal should do the trick. You can just type the price range you want in the right column and click "+". A bundled game would be labeled as "bundled" beside the title. But I think they should add some filters like "never bundled" and "game only(no DLC)."
