What do to when winner leaves feedback (recieved) but doesn't claim a gift?

Someone won a give away, and they left feedback that they received the gift, but for 2 weeks the gift is still in my steam my inventory with their email assigned to it, awaiting to be claimed. I tried to add the user as a friend on steam to discuss this and there was no response, except that it was denied (there is no longer a pending friend request). What exactly is the procedure to follow at this point?

Take a screenshot of the sent gift in your inventory, cancel the pending gift, create a reroll ticket and add the screenshot you took in the "Description" section.

Ok, thanks i will do that in the next few days.. i think i will try email first, and then follow your advice

I cancelled the gift, and resent it to the user, and it was claimed in a few hrs after that.
