Only 1 use per account. And with Amazon digital downloads there is no cart; You click buy and go straight to checkout.

It carries over. I bought two 99c Space Marine DLCs. First one went through, 99c-99c=0c. Second one went through, 99c-99c = 0c. Tried to get the golden bolter DLC and got 99c - 2c = 97c.

So, you can't use it 100 times, but you can use it as many times as it takes to take it down to 0.
