[Q]if i mark as 'not received', are there some penalties to giveaway creater???

If you have not received it, mark it as not received.

If you had, mark it as received.

Anything else is beyond the point.

If the gifter keeps getting strikes against them, eventually they won't be able to make any more giveaways, and may risk a hot date with the suspensionhammer. For a single failure to send a game, other than losing a bit of face, I'm not sure there are any serious consequences.

you have to give the gifter at least a week after you win to send you the game , then mark it as not received if he/she didn't send you the key or the game.

As for the consequences for not sending gifts , i don't really know :S

There is a penalty
but anyway... why you want to do that? I saw you won 3x and the games already in your library which i assume you already receive the key

If receiver received the game but mark it as "not received", I'm pretty sure receiver will get some consequences if giveaway creator report back

I reported a person for not marking a gift received. They got a whole 3-4 days suspension. Almost 2 months, still waiting for support to add the value to my profile.

The number of gifts won doesn't show until he either marks it as received or not. So I'm assuming he won a 4th giveaway for which he still hasn't received his prize. If it's been more than 1 week since the giveaway ended, mark as not received. You shouldn't be doing any favors to people like that.

He does not get suspended for non delivery unless it's intention in the first place was to not deliver the game.

That means that if an asshole wins my game, I could rightfully not give it to him.
