lower your sound quality to 16 bit 44.1khz, that should do it

I couldn't find anything on google or other forums about this one, and I fear that I am the only one facing it. Here's the problem. When I enter any indoor area, I hear a shitload of background noise which drives me insane, it sounds like when you have no signal on a TV, also, when people talk, sometimes, their voice is turned down a lot, I can't hear them nor understand them, and they sound robotic. I'll try recording a vidya of this, so all of you can understand a bit better on what's going on here. I've just updated my audio drivers, hoping it would fix it. Also, the culprit seems to be in the Effects audio tab. When I mute effects, background noise is completely gone, but so are the footsteps, the UI sounds, the weather, and everything else.
