Guy Wins Giveaway, Denies Adding me on Steam

So this guy, the name of whom will not be revealed in public, won one of my giveaways. In the description of my giveaway I clearly stated: "I will add the winner on steam, then I will send them the Steam Key through chat! My steam username is Goofysoccer! Good luck and enjoy!"

Well anyway, I've tried adding the winner 4 times, and each time he denies the friend request. I also E-Mailed him with the Steam Key, twice! Yet he doesn't post the "Gift received" status. What do I do?

EDIT: Lol! He blocked me on Steam!

If you already sent him the key by email, contact support with proof of you sending it, just remember the winner has a week to activate it and mark it, so contact support after the said week.
