Google Wallet Merchant HELP

I paid developer fee on android play store, to find out that my country, stupid Bosnia & Herzegovina doesn't support the Google Wallet Merchant account. Clicking link to set up a merchant account leads me to this error: http://puu.sh/faav7/fba0a2cc1b.png
Could I like go to google wallet merchant page, register myself as living in f.e. USA, Germany, or some of the supported countries? Will I still be able to use this current credit card I have to receive money? Would I need proxy for this?
I could do similar thing with YouTube and AdSense, just by setting country to USA on YT I had access to AdSense.. Any ideas?
