Do you know, if I can start the download, does that mean I'd be able to play it? Or would I get a message after installation saying I can't play it?

If no one can answer you for sure, I'll tell you later if this worked for me. I'll be activating my RE:UE(from RU) later with dlcs bought here in CA store using my steam wallet

I already got the base game, apparently Russians can't buy the DLC. If your DLC works on your RU/CIS copy I'd be happy to hear it, as I'm Canadian as well.
