It's not allowed to promote 3rd party giveaways, and you do it by telling people to join them on discord. You will need to remove this reference in all your active and future giveaways
Third party giveaways that require or reward users for performing profitable actions. For example, linking to a giveaway on another service that requires or incentivizes users to click a referral link, like a Facebook page, follow a Twitter account, join a Steam group, complete a survey, sign-up for a newsletter, or make a donation.
And yes, telling a person to join discord to enter GA is the same as telling someone to follow twitter to join twitter-only giveaways.

People who want to participate in the giveaway we do on Discord can participate.It is not mandatory to join the Discord channel to participate and win the giveaways on SteamGifts.

Yes, exactly. You can't promote external giveaways that require users to do something more than give e-mail address to get a key from website, or log with Steam account. You require people to join discord before they can see giveaways hosted there. That's why it's not allowed to promote it. Promoting SG giveaways made for group is fine.
