it would still be nice if there were a tab like the Giveaways tab but called Trash Bin, that way people could dig in the trash for a chance to win games people had bought but aren't able to create a proper giveaway for.

Couple problems with that --
Unnecessary site load. CG is always trying to find ways to make the site run more quickly and smoothly, and considering that most of those free games are given out 1000's at a time ... yeah you can imagine how many extra GAs that would mean.
People flooding the forums asking 'Y U NO GIVE ME CV FOR THIS GAMES?!!111" (There's already plenty of that) :P
