you don't need to be level 10 in order to create level 10 giveaways. everybody can do that. even a guy who just registered.
to be honest, i liked the old system, where you could create giveaways with double your cv.

They are quite rare. There aren't that many level 8 or 9 people around and it does not have similar awe effect as pure ten giveaway.

you're right. but i think level 10 giveaways need every bit of attention they can get. so few 10's here. i don't want any of them to miss the giveaways. :)
also, this thread already lead to two more giveaways (one from xScreaMx, another from me as reaction to his), which maybe would not have happened otherwise.

well, there are plenty of giveaways for all levels, right? i just like to do giveaways for the high contributors, because sometimes i feel there are not enough of those. as discussed in here, especially the level 10 ones are very rare. and if you are below 5, see this as motivation. ;)

well, from lvl 1-2 it was pretty easy to get, but till lvl 3 i giftet like 15 games again and since lvl 3 i gifted just a few and i'm already 3.2
and all my GAs are unleveled, but i think when i reach lvl 4 i'll do lvl 1+ GAs then

from my experience, using a level requirement can definitely save you some trouble. like guys who just don't mark your ga as received, regifters and so on.

well, there was only one thing, when it was not recieved, cause there i messed up my HB links and i forgot to remove the link from my list :/ but since then i always check twice, before i send away the keys.
i got special markings for reserved keys, keys given away and keys given away in my group
