What's the point of queued updates in Steam and how do I turn it off?

Recently Steam always queues updates rather than downloading them. Why would it think that I'd want it to download an update 2 hours later? It's still better than before though, updates didn't trigger until I started it manually or fired up and closed a game. Does anyone know a way to force Steam to do the updates right away?

Right click the game>>Properties>>Updates>>Always keep the game up to date

That's the default setting on everything.
