Why? It's not against the rules to create giveaways that end with 0 entries.

You do not lose a giveaway slot anymore. I've tested this multiple times and have never lost a slot to my knowledge.

Incorrect. 0 entry giveaways do not take away a slot, and you don't get a ban when you run out of slots.
