No...you can never be sure if you will enjoy a game, only through actual gameplay. It never even occurred to me to stalk my winners to see if they have played the games. I simply don't care.

The guy with only 2 hours might have played more with Steam in offline mode. Or perhaps Terraria just really wasn't to his liking, I for instance didn't like the game at all once I tried it but I had wanted originally actually wanted it cuz I thought I would.

just 2 hours doesn't mean he won't play it more when he has more free time - i mean terraria is quote time-demanding game ;)

And also sometimes, you can enjoy more with the games you buy with your own money

I have some games that I bought two years ago that I still haven't got round to playing. I will though. Don't read too much into it, people will come to things and find them in their own time.

The re-gifting is totally understandable, and also against the rules I think. I'd have to check but I really don't care enough to do so.
Part of gifting this stuff away to strangers means you have to understand they simply might not like the game, or they might want to play other games first. As others have pointed out, there are games you have won that you don't seem to have played much.

Chill out a little, and perhaps look into the rules regarding re-gifting, and then report those who re-gifted if it broke something.
